This word basically refers to the POWER (cracy ) of POLL numbers to influence the Voters during Elections.
For example, when a candidate is way ahead of another, the morale of that candidate and the supporters goes down and it affects their behavior., thus allowing it to become a self-fulfilling prophecy , and thus undermining DEMOCRACY, which counts the People's actual votes and not their opinion in a non-scientific and verifiable manner.
This political phenomenon has been aptly named POLLoCRACY
